The work that begins today consists of the closure of the tax area and the installation of the security system, with a budget of 2,443,497.74 euros (VAT included) with a maximum term of 8 months
The new fiscal space will have 130,000 m2 and the established companies will benefit from special tax and customs conditions to enhance foreign trade.
The Bahía de Algeciras Tax Precinct will incorporate the latest technology for customs control and to guarantee the security of the perimeter thanks to an advanced system designed together with the Customs Service and which will place this precinct among the most advanced in Spain. This was highlighted today in the ceremony to lay the first stone of the facilities, chaired by the Minister of Finance and Public Function, María Jesús Montero.
Montero has stated that this tax area is an opportunity for the region because "with all its customs, tax and tariff benefits, it has to be a differential element when large companies finish settling and developing in the region. Together with the Port of Algeciras, with the companies of the Chemical Pole, with all those who see in this Bay and this region an opportunity to be, grow and communicate with the world," he highlighted.

Además, Montero ha dado la enhorabuena al Consorcio gaditano por la agilidad y el esfuerzo realizado para el desarrollo del recinto fiscal con la mayor celeridad, en el transcurso del acto en el que han estado presentes los subdelegados del Gobierno en Cádiz y en Sevilla; los alcaldes de los municipios del Campo de Gibraltar, las principales autoridades y representantes del tejido socioeconómico de la comarca.

Fran González has thanked the Government of Spain "for the support received to bring this project to fruition, demanded by the socioeconomic fabric of Campo de Gibraltar and which responds to a historical need highlighted by businessmen and business associations in the region - logistics operators, large industries, small and medium-sized companies - who demanded a logistics space with tax and customs advantages as added value to import-export operations around the port of Algeciras," said the person in charge of the tax area.
The mayor of Los Barrios, finally, in his role as host, has conveyed a welcome greeting to the Minister of Finance and Public Function and the special delegate of the Free Trade Zone, as well as his gratitude for the impetus they have given to this project. The first mayor of Barreño has indicated that this action will once again place the municipality in the center of Campo de Gibraltar, a region "that wants to reach that long-awaited ceiling of economic development that will allow the generation of wealth to combat the scourge of unemployment, which has become a serious and endemic social problem."
"Los Barrios has historically participated in the industrial and economic development of the entire Campo de Gibraltar, hosting the largest industrial and commercial estate in Andalusia and the most important IBEX 35 steel and metallurgical company in the country. Now, once again, we are called to be one of the leading actors in the immediate future of our land," Alconchel highlighted.
The installation and launch of the so-called Green Hydrogen Valley, promoted by different leading companies in the sector; They will place Los Barrios and Campo de Gibraltar at the epicenter of generation of this new energy.
Electronic fortification
The work that begins today has a budget of 2,443,497.74 euros and the Carmín-Elecnor UTE will be in charge of the execution, with the execution period being 8 months so that the new Fiscal Precinct can be operational in the first quarter of 2022.
The intervention consists of enclosing the perimeter of the facility, installing sentry boxes and a control building, and installing the entire security system, which takes up a third of the budget. In fact, it will have a network of cameras that will act in a complementary way as an electronic fortification; on the one hand, thermal cameras and radars for detecting people and, on the other, dome cameras and a complex lighting system in such a way that when the thermal control cameras or radars detect movement, the lighting and dome cameras would be activated to control the possible incident.
Along with this, for the access control of vehicles, trucks and people, a modern system has been designed that allows online processing with Customs of permits and access and facilitates the work of operators and the access and exit of goods. To this end, there are three gantries to control vehicles that have multiple cameras: front and rear license plates, side containers, rear containers; so that if the authorizations and customs procedures are correct, the system will allow entry or exit without the need for paperwork. In the case of people, turnstiles with facial recognition will be installed
The Free Trade Zone of Cádiz has tried to expedite the procedures as much as possible to launch the Bahía de Algeciras Tax Precinct, publishing in parallel the tender for the work and the Public Offer for the commercialization of the three plots into which the space has been divided, so that as soon as the Los Barrios City Council has granted the construction license it has been possible to start it.
The Consortium also approved at the beginning of May the agreement by which the Civil Guard will be in charge of carrying out the surveillance, security and control tasks of this facility, just as it has carried out in the Cádiz Fiscal Precinct since 2002.
In parallel with the streamlining of all the urban planning and administrative procedures for the implementation of the Fiscal Precinct – during which the Fiscal Institution has strengthened the institutional collaboration with the entities of the Bay of Algeciras region –, the permanent Public Offer for the commercialization of the precinct is open, after the competitive period closed at the end of June.
The publication of the competitive offer has made it possible to obtain information about potential interested parties and the ideal market for the three plots being marketed. In fact, great interest has been detected in important sectors such as logistics, the healthcare industry and international capital promoters.
The three plots included in the Public Offer are planned for logistics and transformation activities and have different dimensions to accommodate a variety of projects. From 42,095 m2 of the largest plot; at 27,331 m2 of the second; and the 10,840 m2, of the smallest.
Likewise, at this point it should be noted that the Los Barrios City Council has established that the investments made in the Campus be considered of general interest, with which they will obtain the corresponding bonus.
The Bahía de Algeciras Fiscal Precinct will form a unique strategic enclave that will give added value to foreign trade operations around the Port of Algeciras, which will strengthen the logistics corridor of the province of Cádiz and which will add competitiveness and opportunities to investment, generating economic activity and employment in the Campo de Gibraltar region.
