The Los Barrios City Council gives final approval to the two detailed studies presented by Zona Franca for the implementation of the tax precinct

This progress will allow the Borehole Council to authorize the license for the start of the works, which the Cádiz Consortium already put out to tender last month with a base budget of 2,496,192.36 euros (VAT not included).

The works, which have a completion period of 8 months, include perimeter fencing, the surveillance, security and lighting control system and the remodeling of the access road with the incorporation of two roundabouts, among others.

In parallel, the Free Trade Zone is streamlining the commercial plan and is already preparing the Public Offer that they plan to launch in the coming weeks.

The Consortium has intensified institutional collaboration to advance in all the administrative procedures necessary to develop the Bahía de Algeciras Tax Precinct, which is formed as a space of opportunity for the region with tax benefits and customs advantages for companies that set up shop.

Yesterday afternoon, the Plenary Session of the Los Barrios City Council gave the green light to the final approval of the two detailed studies presented at the end of August by the Cádiz Free Trade Zone at its request for the development of the new Bahía de Algeciras Tax Precinct and which already had initial approval since the beginning of last November.

The progress in this procedure will allow obtaining the works license for the execution of the project and the adaptation and conditioning works that will make up the premises, works that the Cádiz Free Trade Zone already put out to tender in February and which have a base bidding budget of 2,496,192.36 euros (VAT not included), of which 1,593,714.09 euros are allocated to civil works, while 902,478 euros correspond to installations.

It must be remembered that the execution period for these works is 8 months from the date of obtaining the aforementioned construction license and the signing of the layout document. The adaptation works are included in the Execution Project, drawn up by the engineering company Técnicas Gades, and consist fundamentally of the replacement and expansion of the current perimeter fence (2,132 linear meters); the creation of a surveillance patrol, of the same length of the fence, which includes the surveillance control system, thermal cameras, lighting and other security measures. It should be noted that these items reflect the complexity of the new facility, which will represent a milestone in concepts like surveillance and access control, in which the Free Trade Zone has worked intensely and in coordination with the Customs demarcation with the aim of integrate las new technologies from communication to customs work.

Along these lines, the works also include the remodeling of the access road with the incorporation of two roundabouts, the execution of the aforementioned access controls and license plate reader systems.

Marketing boost

In parallel to the streamlining of all the urban planning and administrative procedures for the implementation of the Fiscal Precinct – during which the Fiscal Institution has strengthened the institutional collaboration with the entities of the Bay of Algeciras –, the Public Offer for the commercialization of the precinct plots is also being finalized and is expected to be launched in the coming weeks.

For the preparation of this Public Offer, the Free Trade Zone previously prepared a Strategic Commercial Planning (PEC), fundamental for the commercialization of the fiscal area and in which it took into account, in addition to the different market studies carried out, the needs expressed by the socioeconomic agents of the Campo de Gibraltar.

The objective with which Zona Franca works is to take advantage of all the logistical and industrial potential of the region, promoting the internationalization of companies. Therefore, it is important to point out that the firms that operate in the Bahía de Algeciras Tax Precinct will benefit, depending on the activity they carry out, from the customs and tax advantages of this type of enclosure, which represents cost savings and provides added value and added competitiveness to their activity.

Esta actuación es uno de los proyectos prioritarios de la Zona Franca en la provincia de Cádiz, en el contexto del Plan integral del Gobierno de España para la comarca campogibraltareña de noviembre de 2018 cuando ya se mencionaba “la creación de una zona franca de 130.000 m2 in Los Barrios.” Less than a year later, on October 1, 2019, the Ministry of Finance authorized the ministerial order for the implementation of the facility, an announcement that was presented by the Minister of Finance, María Jesús Montero, to a broad representation of the socioeconomic fabric of the region.

Since then, the Consortium has been advancing a calendar of milestones to speed up the development of this action, which is essential for structuring the logistics capacity of the province, forming a strategic productive space of 130,000 m2, with direct access to the Port of Algeciras as well as the A-7 and A-381 highways.
