With this procedure, the Consortium wants to make the existing offices on the old Altadis plot compatible with residential use that complements the industrial use.
This document, if approved by the City Council, will allow the installation of a hospital center in the old tobacco company offices.
In parallel, Zona Franca Cádiz has consulted with the Port Authority of the Bay of Cádiz if this procedure also motivates the modification of the delimitation of port uses and spaces.
The new clinic project has an initial investment of 3 million euros to adapt the so-called cross office building to the benefits and quality of care of a hospital center

Yesterday, the Executive Committee of the Cádiz Free Trade Zone authorized the presentation of the request for specific modification of the General Urban Planning Plan of Cádiz (PGOU) in the area of the lands of the tax area related to the lands of the former Altadis.
This procedure has two fundamental objectives. On the one hand, homogenize the planning of the classic enclosure with the one incorporated through the expansion of the floors of the tobacco factory and which has exceeded 330,000 m2 a 500.000 m2, forming a single tax area with important customs and tax advantages for companies.
On the other hand, the modification of the PGOU will allow, if approved by the Cádiz City Council, to make the existing offices on the Altadis land compatible with residential use and which would represent about 11,600 m2 –approximately 4,200 m2 in plan- compared to more than 100,000 m2 that have been integrated into the fiscal precinct, so industrial use would prevail since the impact on the total plot is minimal.
In this context, the installation of a hospital center would be allowed in the so-called cross office building, which has 1,000 m2 in plan and a total area of about 3,000 m2.
This project has an initial investment of 3 million euros because these facilities will undergo adaptation works since the building is about 25 years old and it is necessary to adapt it to the needs of the new company and the services and quality of care of the health center.
The project will house a modern hospital center that will combine cutting-edge technology with experience and professionalism, with a wide number of specialties and different areas.
In parallel with the preparation and presentation of this modification of the PGOU, Zona Franca Cádiz has consulted the Port Authority of Cádiz – which in turn has elevated it to State Ports – if this procedure motivates the modification of the delimitation of port uses and spaces, in order to expedite all the procedures that are necessary for the proposed modification of uses.
It should be noted that the tax area of Cádiz, with the expansion of its land to 500,000 m2, has become an important business and industrial focus for attracting investments to the Bay, providing new productive spaces with customs and tax advantages to encourage the implementation of new companies.
