Government, Board and City Council of Cádiz sign the agreement for the construction of the new hospital in Cádiz

The agreement is an essential milestone that gives the green light to the construction of health facilities in the city

The agreement establishes the transfer of the plot by the Zona Franca - current owner - to the Autonomous Community, which will assume the financing and execution of the hospital work, while the City Council will carry out the urbanization and urban processing

The agreement was signed by the State delegate in the Free Trade Zone, Fran González; the Minister of Health, Presidency and Emergencies, Antonio Sanz; and the mayor of the city, Bruno García, in an event chaired by the first vice president of the Government and Minister of Finance, María Jesús Montero, and held in the Heracles building of the Consortium

The first vice president of the Government of Spain and Minister of Finance, María Jesús Montero, presided this afternoon over the signing of the collaboration agreement for the construction of the new hospital in Cádiz, which has been ratified by the Junta de Andalucía, the city council and the central government.

The agreement, which contemplates the free transfer of land owned by the Free Zone to the Autonomous Community to build health equipment, has been signed by the special delegate of the State in the Free Zone of Cádiz, Fran González; the Minister of Health, Presidency and Emergencies, Antonio Sanz; which has also been signed by delegation of the Minister of Economy, Finance, European Funds and Social Dialogue of the Government of Andalusia, Carolina España; and the mayor of the city, Bruno García.

In an event held in the auditorium of the Heracles building in the Cadiz tax district, the signatories have ratified an agreement that materializes months of work after years of waiting and that is a decisive step to advance the development of this new health infrastructure aimed at reinforcing hospital care in the capital of Cadiz and its area of ​​influence.

The agreement is an essential milestone for the construction of health equipment in the city since it establishes the transfer to the Autonomous Community by the central Government, and for a period of eight years, of the plot that formerly belonged to Construcciones Aeronáuticas (CASA). The site, currently owned by the Free Trade Zone and which is already classified as health care equipment, has an area of ​​33,582 m2 in an unbeatable location for users since it is located in a place accessible from the entrance of the city, on Marconi Avenue.

The commitment acquired by the Government of Andalusia involves the financing and execution of the hospital work. Thus, the agreement explains that the Ministry of Health, Presidency and Emergencies will assume the financing of the construction works of the new hospital on the transferred plot, with the Ministry of Economy, Finance, European Funds and Social Dialogue being the one that will establish the budget programming and the appropriate sources of financing. In addition, the Ministry of Health, Presidency and Emergencies, through the Andalusian Health Service (SAS), is committed to launching the hospital project as soon as the land is available.

The third signatory administration, the Cádiz City Council, undertakes to assume ordinary urbanization works that introduce improvements in works or services in existing local systems, as well as the preferential and urgent processing of planning instruments and urban planning licenses if necessary, in addition to everything necessary for commissioning, once the new health building is built.

It is important to note that the agreement includes an essential condition for the development of the new hospital and that is that the Cádiz Free Trade Zone could reverse the transfer if, after the period of four years from the signing of the agreement, the construction work on the facility had not begun.

Institutional collaboration

The event was opened by the State delegate in the Free Zone, Fran González, who highlighted the importance of this agreement and recalled that "the Free Zone has always been in search of a solution for the construction of the new hospital in Cádiz and the facts attest that we have fulfilled this goal. From the Consortium we believe that today it is demonstrated that loyalty, perseverance and institutional collaboration bears fruit in a relevant milestone for the city with the development of this health equipment so necessary for the citizens of “Cádiz and its surroundings.”

Fran González has thanked the work of all the administrations involved and the technical staff of the Free Zone who have contributed to bringing the agreement to a successful conclusion. “We have all made a great effort in recent months, working with rigor and diligence to begin the construction of this equipment that has been in demand for so many years.”

In an event whose presentation was given by the Cádiz journalist Ana Huguet, Antonio Sanz highlighted the pride that comes with signing the transfer of the land where the new hospital will be built, something that "is a personal honor and that, as a Cádiz native, has a special value."

The Minister of Health, Presidency and Emergencies of the Junta de Andalucía has highlighted that "the Junta de Andalucía will be the one who builds the hospital, who finances its execution, who drafts the project and who assumes each of the necessary steps to convert this space into a reference health center for the next generations", thanks to the processing in record time by the Junta of the signing of the transfer agreement, "which clearly shows the determined political will of the Government of Juanma Moreno to move this project forward.”

In addition, he also wanted to highlight that "each administration has played its role responsibly and this is the result, a project ready to move forward without delays." “This is how a project is built, how institutional loyalty is demonstrated, the one that we demand so much and that, when truly exercised, produces results like the one we celebrate today,” Antonio Sanz stressed.

After him, the mayor of Cádiz, Bruno García, also wanted to delve into “institutional loyalty” so that this land transfer signing can be done. In this sense, he pointed out that "since we came to the city government we set ourselves the goal of unblocking an issue that had been entrenched for years and today, with this signature, we have achieved it."

Bruno García added that "the residents of Cádiz were demanding that we agree to enforce one of the city's great demands. After many hours of work, proposals and dialogue, today we take a very important step to make the project a reality." Finally, he thanked the Free Trade Zone for the transfer of the land and the Junta de Andalucía for its “firm commitment” to building the new hospital.

The event was closed by the first vice president of the Government who pointed out that with the signing of this agreement it is “reality something that the people of Cadiz had been demanding for too long”, the construction and commissioning of “a new public hospital that will be the great reference in healthcare, health training and biomedical research in this province.”
