Innovation, digital transformation, sustainability and Blue Economy, keys to the 2026-2030 Strategic Plan of the Free Zone

The Consortium delegate, Fran González, accompanied by officials from Deloitte, the company in charge of designing the plan, today presented the axes on which the Cádiz Consortium's strategy for the coming years is based.

The Strategic Plan takes over from the 2021-2025 Viability Plan, launched when the current management team arrived and which has served to turn around the financial situation and consolidate the new 4.0 industrial model

The document highlights the great importance of collaboration and alliances to strengthen the Free Zone as an engine of socioeconomic development, a hub for the Blue Economy and entrepreneurship, and an international reference.

The Strategic Plan, which establishes an ordered roadmap for the implementation of the actions, has also been presented this morning to the staff and companies of the Cádiz Consortium

                The Free Trade Zone of Cádiz will focus the next four years on consolidating itself as a driving agent, engine of socioeconomic development and core of business competitiveness with its industry 4.0 model, focused on innovation, entrepreneurship and the Blue Economy. This was stated by the delegate of the Free Trade Zone, Fran González, and Marciala de la Cuadra and Amaia Quintana, partners responsible for the Public Sector at Deloitte, the company in charge of preparing the 2026-2030 Strategic Plan under the guidelines and parameters of the management team and with contributions from all the departments of the Cádiz Consortium.

            This morning, the Strategic Plan of the Cádiz Free Zone for the next four years has been publicly presented, including to the workers and companies of the Cádiz tax district, a plan that takes the baton from the 2021-2025 Viability Plan launched when the current management came to office and that has made it possible to straighten out the economic situation, achieving profits after 13 years of losses, and configuring a more innovative business fabric around its industry 4.0 model and to its Incubazul and Blue Core projects.

            The document presented today is the result of a strategic reflection process developed collaboratively, based on an exhaustive diagnosis of the current situation, both internal and external, which has been prepared based on work carried out for months, with detailed interviews with each of the departments of the Consortium. In this way, a global SWOT analysis has been reached in which a strategic diagnosis is presented with trends, threats and strengths, which establishes a vision and a solid foundation from which to design the plan.

            The delegate of the Free Trade Zone, Fran González, has thanked the staff of workers, both from the Consortium and from the group companies, for their contribution in the preparation of the document and has been very satisfied with "this work that opens the door to a new stage of work once the previous one has been overcome, when we find ourselves in a complicated situation. Now we are moving towards consolidating projects, moving forward and believing that we have in our hands a true engine of socio-economic development, an instrument for energizing the economy of “I cover its area of influence.” “This document is a milestone for the immediate future of the Cádiz Free Trade Zone, it will help us organize our next steps since it marks a clear roadmap for the next four years,” said Fran González.

            Fran González explained that the work developed for the Strategic Plan "has confirmed our identity and that the Cádiz Free Trade Zone is a recognizable and healthy entity. Now we want to have order and planning to work in the coming years and for this we have had the help of an external and prestigious entity such as Deloitte. It will be our roadmap that orders priorities and is supported by a coherent, solvent and executable action plan."

            The document sets out the lines of work for the Cádiz Free Trade Zone to advance in its role as a driving agent of economic, industrial and logistical development, becoming a platform for innovation and reinforcing its strategy to attract investment and promote job creation. Its strategic location, its infrastructure optimized in recent months and the work already carried out around the Blue Economy projects and ecosystem give it visibility and a very positive image for potential investors and clients.

            The Strategic Plan is precisely committed to reinforcing and consolidating the business competitiveness that has been created around the ecosystem of entrepreneurship, innovation and the Blue Economy, through three business axes or key areas in which the Zona Franca will establish itself as a reference: socioeconomic and environmental development, business competitiveness and innovation and entrepreneurship.

            These three axes will be crossed transversally and complemented by four lines of work that will act as key levers enhancing the strategy: the business model, the establishment of alliances and networks, the operating model and digital transformation and communication.

According to Marciala de la Cuadra, “Our task has been to translate the financial consolidation achieved by the Consortium into a solid and measurable growth strategy. This Plan is not a theoretical exercise, but an operational roadmap designed 'from within', which provides the Free Zone with the technical and digital tools necessary to lead the Blue Economy and act as a real lever of competitiveness throughout the Cadiz territory.”.

Developing the lines of work, the first of the axes affects the reinforcement of socioeconomic and environmental development by promoting sustainable actions that favor productive transformation, economic diversification and the regeneration of the territory. An essential part of this axis would be the promotion of the incorporation of innovative companies, work that is already being carried out by the Consortium, which already has a total of 24 sol in the Cadiz tax area.

            The second axis involves the optimization of infrastructure that strengthens competitiveness and the business fabric and contributes to the promotion of the Blue Economy, innovation, internationalization and the attraction of talent.

            The third axis focuses on innovation and entrepreneurship, on the consolidation of the Cádiz Free Trade Zone as an engine of transformation with its Blue Economy ecosystem, while at the same time betting on the fourth axis to reinforce and advance the commercial model implemented and optimize customer service management.

            Another strong point of the document is the one defined in the fifth axis and is the importance of continuing to establish alliances and collaboration networks that promote business development, international projection and give visibility to the Free Trade Zone and the province of Cádiz in national and international forums and meetings.

            The sixth axis points to an optimization of internal processes with digital transformation tools, cybersecurity plan, etc., and that Zona Franca has already initiated actions such as the Manual of Good Practices in Artificial Intelligence. Regarding Communication, the seventh and last axis of the Strategic Plan, it is considered relevant to reinforce the Consortium's internal communication actions, in parallel to external communication planning.
