Cadiz, December 4, 2025

The Executive Committee of the Free Trade Zone of Cádiz has given the green light in its meeting today to the tender for the execution works of the two buildings that make up the ZF Blue Core business incubator 4.0 project, whose construction projects were presented in October by the author architects and by the State delegate in the Consortium, Fran González.

The construction work on both properties will begin, according to forecasts, in the month of March 2026 and will have a work execution period of 14 months in the case of the building that will be located in the tax area and 18 months for the one that will be built in the outer polygon of the Free Zone.

The State delegate in the Free Trade Zone, Fran González, explained that "we are giving agility to the development of the Blue Core project and we are taking steps in parallel with the construction and the services program to offer companies a whole that boosts their activity."

González has highlighted that both buildings reinforce the commitment to entrepreneurship and the Blue Economy of the Cádiz Free Trade Zone and will offer quality spaces with innovative services and a privileged location for those companies linked to the sector that are interested in being part of the ecosystem of the Cádiz Consortium, which is consolidating itself as a hub in this field throughout its area of influence.

The building to be built in the tax area will be located on a plot of 4,956.40 m2 next to the Europa building and the tender budget is 2,640,287.53 euros. The project is the work of the young architects of the Estudio Veintidós firm, Manuel Infantes and Javier Muñoz Godino, and will be a two-story construction with photovoltaic solar panels for self-consumption. It will be configured with 13 ships of different sizes connected by an upper gallery and with one of these ships, Nave Zero, in which the access and reception area will be integrated and in which there is also a rest area and communication core that connects it with an upper gallery.

The elevated gallery, which is accessed both through Nave Zero and any of the others, is a space shared by companies and meetings and events can be held there. All work and networking spaces are configured around a bioclimatic patio that allows for redistributing flows, optimizing movements and efficiently controlling humidity and temperature.

The second building will be located in the outer polygon of the Free Trade Zone, in the same execution unit where the recycled maritime container building of the Incubazul Base Zone is located and next to it. The work has a tender budget of 3,434,340.24 euros and is a project prepared by the Cadiz architect Jaime Torres, from the Uncuarto Arquitectura studio.

The property will have a useful area of 4,015.87 m2 and will be made up of two floors for offices and warehouses, an attic for celebrations and events and a basement dedicated to parking. The entire complex will have a large terrace for common use and to promote coexistence and networking.

The building will be equipped with all the sustainability parameters of the ZF Blue Core, in which the Blue Economy is the protagonist and the spaces are prepared for versatile use and ideal for the development of innovation and research initiatives. The attic floor is complemented by three large pergolas that generate covered outdoor areas designed to promote the exchange of synergies and coexistence between companies.

The execution work on the two ZF Bue Core buildings runs parallel to the extensive program of services that the project includes and which was presented on Monday, the Blue Core 360º plan, a personalized plan to boost business competitiveness, “a la carte” business support capable of covering all phases of the development of a project and open to attracting talent from all over Andalusia.

The ZF Blue Core project has a total investment of 10.3 million euros, which includes the urban projects and the services program, an amount co-financed by Europe in the Spanish Multi-Regional Program FEDER 2021-2027 within the framework of Priority: P1A. of the Program, aimed at promoting a digital and intelligent Transition and, within it, in Specific Objective 1.3 "Strengthening the sustainable growth and competitiveness of SMEs and the creation of jobs in them, also through productive investments."
