González and Blanco have supervised the technical progress of the Interior Reform Plan (PRI) document, which will be presented for initial approval once the Andalusian Government approves the strategic environmental report, presented in March
It must be remembered that the Navalips project has already passed the first municipal planning procedure, with the approval of the PRI Advance last December, which was on public display and has not received any allegations.
Zona Franca and SEPIDES, together with the Cadiz City Council, are the promoters of this project, which is a unique opportunity for the urban regeneration of the city, generating a new, more social, greener and more sustainable space.
Zona Franca and SEPIDES are coordinating the progress of the urban development of the Navalips project, which will provide the city with more than 800 homes – 50% protected –, 10,000 m2 of green areas and 28,000 m2 of commercial areas. This has been the central axis of today's visit to the Cádiz Free Trade Zone by the president of this public company - belonging to the SEPI Group -, Francisco Blanco, who was received by the State delegate in the Cádiz Consortium, Fran González.
During this work meeting in Cádiz, which takes over from the one held in Madrid at the end of January, González and Blanco have supervised the urban developments that the technical teams of both institutions are carrying out with EDDEA – editor of the project – and that they have The Internal Reform Plan (PRI) ARI-ZF-01 is already well advanced, which can be presented once the Junta de Andalucía approves the environmental report that has to respond to the strategic environmental report presented in March together with the Advance of the PRI, the urban milestone that was already approved by the City Council in December, having been on public display without having received allegations.
In this context, both parties have agreed to point out that the schedule initially set is maintained, in which it is expected that throughout 2025 the urbanization project can be put out to tender and the first phase of housing construction can begin.
The delegate of the Free Trade Zone thanked the president of SEPIDES for his involvement in the project and his firm commitment to developing this “unique opportunity in terms of housing in Cádiz, since action will be taken on a total area of 80,989 m2 with a realistic management model, which contributes to revitalizing this important space by responding to the needs of the people of Cádiz, with 406 free-rent homes and 407 protected homes along with large green spaces and commercial areas to boost the economy.”
González has highlighted the social and committed nature of the project, "since the PRI details four development alternatives and the one chosen to develop the project is the one that expands protected housing up to 50%, generating a new urban nucleus in the city, as in need of housing solutions, and taking a definitive step in the reorganization of the polygon outside the Free Trade Zone and its connection with the Loreto neighborhood, with integrated and orderly road infrastructure and an offer of equipment focused on the real needs of citizens. ”.
For his part, the president of SEPIDES, Francisco Blanco, wanted to thank the commitment and collaboration of both the Free Trade Zone and the Cádiz City Council, two allies whose participation is being fundamental to develop this comprehensive project for the future of Cádiz. For SEPIDES, this initiative not only meets the company's social and corporate objectives with the revitalization and improvement of this industrial area, but also the construction of protected housing represents a contribution of added value to the project. Finally, Blanco has highlighted the good disposition and willingness to continue meeting deadlines as up to now.
In this sense, the delegate of the Fiscal Institution has highlighted “that this new step in the urban planning process ratifies the climate of understanding and collaboration that is maintained both with SEPIDES and with the City Council, with whom there is a dialogue fluid in favor of the revitalization of this important space in the outer industrial estate, a strategic area of the city that represents a unique opportunity in terms of housing, creating a new, more inclusive, social and sustainable urban core, which will result in the improvement of the well-being of the citizens of Cádiz”.
A realistic project that will be developed in phases
The choice of the PRI as an instrument contemplated in the General Urban Planning Plan (PGOU) for the development of the project is due to the fact that it is a model that allows accelerating the deadlines for the development of this space. Thus, the total scope of action is 80,989 m2 (ARI-ZF-01), has been delimited into four execution units: UE-ZF-01 Núñez de Balboa, 20,995 m2; the UE-ZF-02 Manuel de la Pinta, with 33,016 m2; the UE-ZF-03 Vejer Norte, with 5,934 m2; and UE-ZF-05 Jimena, with 21,044 m2.
The project is therefore committed to a realistic management model that makes its execution viable and therefore the division into execution units allows development independently and in phases, which is making it possible to give greater agility to the urban planning process and to the development of the work. It will be in the EU ZF-2, in which Zona Franca and SEPIDES are majority owners, where the first phase of the project will begin.
It must be remembered that the origin of the Navalips urban development dates back more than two and a half years, in which Zona Franca and SEPIDES carried out very intense prior work that concluded with the signing of an Action Protocol in February 2023. between SEPIDES, the Cadiz Free Trade Zone Consortium and the Cadiz City Council, which was attended by the Minister of Finance, María Jesús Montero and the president of SEPI, Belén Gualda and whose purpose was to establish the necessary channels and actions to carry out the transformation of this area of the city.
This protocol was the starting signal that initiated all the necessary urban planning procedures to give shape to this project, a procedure that is not simple but is being carried out thanks to a climate of understanding and collaboration between the Free Zone, SEPIDES and the City Council and with a public-private investment model, which has the objective that the Navalips project – together with the Incubazul Base Zone – represent the definitive boost to the reorganization of the exterior polygon.
The Navalips project is a unique opportunity for the city, to attract investments, to generate employment and generate real solutions to housing, forming an area with mixed uses in which a new, more sustainable industrial model will coexist, with commercial uses, residential, equipment and green areas.
