The delegate of the Cádiz Free Zone, Fran González, meets in Madrid with the new president of SEPIDES, Francisco Antonio Blanco, in a first work meeting to address the development of this important initiative for the city
González has informed the president of SEPIDES of the compliance with the planned schedule for the creation of this new urban area, after the approval of the Advance of the Interior Reform Plan (PRI) at the end of 2023 by the Cádiz City Council
It must be remembered that SEPIDES, Zona Franca and the City Council signed a protocol in February 2023 to regenerate a total of 80,989 m2 with more than 800 homes -50% protected-, 10,000 m2 of green areas and 28,000 m2 of commercial areas
The development of Navalips is a “unique opportunity in terms of housing in Cádiz”. This was conveyed today by the delegate of the Cádiz Free Trade Zone, Fran González, to the new president of SEPIDES, Francisco Antonio Blanco, during a first work meeting in Madrid to monitor the urban progress of the project, after the recent appointment de Blanco at the head of the public company, belonging to the SEPI Group, dependent on the Ministry of Finance and one of the promoters of the development of Navalips.
During the meeting, in which González was accompanied by part of the Zona Franca technical team, the Consortium delegate thanked the head of SEPIDES for his attention and interest in the progress in this important project for the city and informed him that They are meeting the deadlines foreseen in the urban development of this new urban center, which plans to act on a total area of 80,989 m2 -owned by SEPIDES and Zona Franca, among others-, providing the space with more than 800 homes – 50% destined for protected housing -, 10,000 m2 of green areas and 28,000 m2 of commercial areas.
The last milestone was the approval at the end of 2023 by the Plenary Session of the Cadiz City Council of the Advancement of the Interior Reform Plan (PRI) ARI-ZF-01, a decisive step since it allows the environmental document to be sent to the Junta de Andalucía and maintain the calendar initially set in which it is expected that throughout 2025 the urbanization project can be put out to tender and the first phase of housing construction can begin.
The president of SEPIDES, Francisco Blanco, has recalled the work carried out by the public company he presides over, financing and promoting business and urban initiatives that aim to contribute to economic and social development. “We ratify our commitment to the project, we are making progress in making available to the people of Cádiz a space that is more adapted to current needs, more social, greener and more sustainable.”
“We believe that this project constitutes an opportunity for the urban regeneration of the city. “We continue working to adapt this space and obtain the best economic and social use for the common good.”
The delegate of the Fiscal Institution has highlighted “that this new step in the urban planning process ratifies the climate of understanding and collaboration that is maintained both with SEPIDES and with the City Council, with whom there is a fluid dialogue in favor of the revitalization of this important space in the outer industrial estate, a strategic area of the city that represents a unique opportunity in terms of housing, creating a new, more inclusive, social and sustainable urban core, which will result in improving the well-being of the citizens of Cádiz. and from Cádiz.”
Along these lines, González has highlighted that the PRI details four development alternatives “and the one chosen was the one that expands protected housing up to 50%, developing a new, more inclusive, sustainable and social urban core in a city so in need of solutions. of housing like Cádiz.”
Action protocol with SEPIDES
It must be remembered that the origin of the Navalips urban development dates back more than two years ago, in which Zona Franca and SEPIDES carried out very intense prior work that concluded with the signing of an Action Protocol in February 2023 between SEPIDES, the Cadiz Free Zone Consortium and the Cadiz City Council, which was assisted by the Minister of Finance, María Jesús Montero, and whose purpose was to establish the channels and actions necessary to carry out the transformation of this area from the city.
The PRI – written by Eddea – has been the instrument contemplated in the General Urban Planning Plan (PGOU) since it allows to accelerate the deadlines for the development of this space, whose total scope of action is 80,989 m2 (ARI-ZF-01) and which has been delimited into four execution units: UE-ZF-01 Núñez de Balboa, 20,995 m2; the UE-ZF-02 Manuel de la Pinta, with 33,016 m2; the UE-ZF-03 Vejer Norte, with 5,934 m2; and UE-ZF-05 Jimena, with 21,044 m2.
The project is therefore committed to a realistic management model that makes its execution viable and therefore the division into execution units allows development independently and in phases, which is making it possible to give greater agility to the urban planning process and to the development of the work. It will be in the EU ZF-2, in which Zona Franca and SEPIDES are majority owners, where the first phase of the project will begin.
The Free Trade Zone, with the collaboration of SEPIDES and the City Council and a public-private investment model, wants the Navalips project, together with the already very advanced Zona Base-Incubazul in the former Ibérica Aga, to represent the definitive boost to the reorganization of the outer polygon, an opportunity for the city, to attract investments, to generate employment and generate solutions for housing, forming an area with mixed uses in which a new, more sustainable industrial model will coexist, with commercial, residential, equipment and green areas.
