The Executive Committee of the Consortium gives the green light to the procedure, with an award amount that amounts to 2,443,497.74 euros (VAT included) – 19.1% lower than the tender budget – and the execution period remains at 8 months
A total of seven companies were eligible for the work, which was put out to tender by the Consortium at the beginning of February.
The work will form the new logistics enclave, a space of 130,000 m2 which will be equipped with perimeter fencing, a modern surveillance, security and lighting control system, in addition to undertaking the remodeling of the access road with the incorporation of two roundabouts
In addition to the work approved by the executive committee, the Consortium has taken another step in the implementation of the fiscal precinct with the approval of the Internal Regime Regulation by the Plenary
The Cádiz Free Trade Zone has completed the bidding process for the conditioning works of the Bahía de Algeciras Tax Precinct. The Executive Committee held this morning has authorized the awarding of the works to the Temporary Business Union (UTE) formed by Contratas y Movimientos de Tierra Carmin S.L. and Elecnor S.A., one of the seven offers that had been submitted to the public tender opened by the Consortium at the beginning of February.
The winning joint venture, formed by two companies based in the province – Carmín in Los Barrios and Elecnor in Jerez – has presented a budget of 2,443,497.74 euros (VAT included), which represents a saving of 19.1% compared to the base tender budget, which amounted to 3,020,392.75 euros (VAT included).
The start of the works, which have an execution period of eight months, is pending only the obtaining of the corresponding municipal license, a procedure that the Free Trade Zone has also already expedited to shorten the deadlines as much as possible.
In fact, the Free Trade Zone in collaboration with the Los Barrios City Council has already been advancing in all the necessary procedures for the development of this important action for the Campo-Gibraltar region, with the presentation and subsequent final approval by the City Council of two detailed studies of the site.
Work data
The adaptation work of the new tax area, which has an area of 130,000 m2, will fundamentally consist of the replacement and expansion of the current perimeter fence (2,132 linear meters); the creation of a surveillance patrol, of the same length of the fence, which includes the surveillance control system, thermal cameras, lighting and other security measures.
At this point it should be noted that these items reflect the complexity of the new facility, which will represent a milestone in concepts like surveillance and access control, in which the Free Trade Zone has worked intensely and in coordination with the Customs demarcation with the aim of integrate las new technologies from communication to customs work.
In addition, the works also include the remodeling of the access road with the incorporation of two roundabouts, the execution of the aforementioned access controls and license plate reading systems.
Internal Regime Regulation
Despite the complexity of the processing for the implementation of the fiscal space, the Cádiz Free Trade Zone is intensifying all efforts so that the Bahía de Algeciras Tax Precinct begins its activity as soon as possible.
In this way, the Plenary Session of the Consortium has taken another step by approving the Internal Regime Regulation, regulations authorized by the Department of Customs and Special Taxes of the State Tax Administration Agency and published in the Official State Gazette (BOE) on January 3, 2020 and necessary for the implementation of the fiscal space.
This regulation establishes that the management and Government of the Fiscal Precinct of the Bay of Algeciras will be governed by what is established in the Statutes of the Consortium. It also specifies, among other points, that the activity in any operation carried out within the established limits will be carried out in accordance with the customs and/or tax legislation that is applicable at the time of execution, paying special attention to controls, formalities and provisions regarding customs debt regulated by said legislation, this Regulation applying in its absence.
The Free Zone has prioritized this space of opportunity, also materializing an action that was already included in the Comprehensive Plan of the Government of Spain for the Campo-Gibraltar region of November 2018.
Since then, the Consortium has been advancing a calendar of milestones and promoting institutional collaboration to expedite the development of this action, essential to structure the province's logistics capacity, forming a strategic productive space of 130,000 m.2, with direct access to the Port of Algeciras as well as the A-7 and A-381 highways.
