It is the previous step for the tender of the works for the implementation of the innovation and technological expansion center that includes the blue economy incubator subsidized by European funds within the Framework of the FEDER Operational Program of Andalusia 2014-2020
Carquero Arquitectura will carry out the work for an amount of 94,700 euros and a deadline maximum delivery of four months
At the beginning of the week, the Cádiz Free Zone awarded architect Carlos Peinado Madueño - from the Carquero Arquitectura studio - the work of drafting the basic project and execution of the Cádiz Base Zone, the innovative initiative that provides spaces for entrepreneurs in maritime containers and that includes the blue economy incubator subsidized with European funds within the Framework of the FEDER Operational Program of Andalusia 2014-2020, "A way of making Europe", which is already operating in the Melkart building in parallel to the work on the plot that belonged to Ibérica Aga.
This new advance, which will allow the bidding and execution of the work to proceed in the second quarter of 2021, represents an important step in the development of the UE-ZF-08 execution unit of the outer industrial estate, which will change the appearance of the entire industrial zone of the city and will serve as a catalyst for the outer industrial estate of the Free Zone.
In the tender for this work, which Zona Franca de Cádiz published in mid-October, a total of seven offers were submitted, with the aforementioned Carlos Peinado of Carquero Arquitectura obtaining the best technical score, with a budget of 94,700 euros (VAT not included) to undertake the work.
The maximum delivery period according to the specifications is 4 months, although to speed up times the bidding rules established partial deadlines of 1.5 months for the drafting of the basic project and 2.5 months for the drafting of the execution project and the health and safety study.
The contracting of this action, which also includes the technical direction of the works and the coordination of health and safety, was based on a base tender budget of 137,000 euros (VAT not included), so the offer presented represents a reduction of 31%.
Carquero Arquitectura is a studio based in the province of Cádiz and is made up of architects Carlos Quevedo Rojas, Carlos Peinado Madueño and Fernando Prieto Coronel. The studio has numerous awards and recognitions in Spain, the United States, the United Kingdom, Italy, Germany, Greece, Poland, Belarus and Azerbaijan, such as the 40under40 Awards and the Leonardo Awards for young architects, as well as the Mies Van Der Rohe nomination and representation for Spain at the Ibero-American Architecture Biennial.
It must be remembered that the implementation of the Zona Base project and its Blue Economy incubator represents a milestone in the development of the outer polygon and has required, since its inception, complex urban planning procedures that the Zona Franca is promoting despite having only a little more than 7.5% of the surface of the outer enclosure. In its commitment to favor the reorganization and revitalization of this strategic area for the future of the city and with the line of work of collaboration with the City Council with which it is in permanent dialogue, the Consortium is working on a schedule that covers different areas that in many cases run in parallel, such as in this case the drafting of the urbanization project and the demolition of Talleres Pastoriza, both in their final stretch.
The Cádiz Base Zone project and its Blue Economy incubator were born as a concept that transcends even the materialization of the construction project. Therefore, to attract industry 4.0. and generate a space of opportunity for Cádiz talent in this sector and, in turn, generate new options in the city for the arrival of technological and sustainable companies, activity has already begun in the Melkart building so that the ideas linked to the Blue Economy continue to develop and can move into containers in the future as a more consolidated idea in a line of business. Thus, the Consortium is committed to a sustainable economy model that connects all the marine potential of our province with new business strategies that generate activity and employment.
