The Executive Committee approved the working documents that update and define in detail the actions and responsibility of each department of the Consortium
The new protocols take into account all the regulatory updates in administrative contracting and property operations
At its last meeting, the Executive Committee of the Cádiz Free Trade Zone approved the new Procedure Manuals that update and reinforce the legal and administrative guarantees used by the Cádiz Consortium for its operation.
In this sense, the Consortium has wanted to define and specify all the procedures, updating the existing ones, so that all the new regulations in this regard have been incorporated and the traceability of the files and the responsibility of each area in their processing has been defined, in such a way that transparency is guaranteed and operability is gained.
These new manuals have focused on the areas of administrative contracting and property operations, as they are the most sensitive and are fundamental for the day-to-day life of the Cádiz Institution, although a new Procedure Manual has been incorporated, prepared to facilitate the replacement of the State delegate.
The document of the actions to be carried out in the aforementioned relief situation defines the actions that must be taken internally, both in the delegate's own Cabinet and in the different departments and in the companies of the Consortium.
In addition, a list of the different entities and organizations in which the Free Zone has representation is given in order to specify the way to proceed in them, as well as the administrative processing necessary in all cases.
Regarding administrative contracting, the manual breaks down the public contracting procedures, specifying the types of contracts based on the amount and the characteristics and procedures necessary for each of them, while defining the advertising that must appear in the Contractor Profile on the Free Zone website. It is an open document that allows it to be adapted to the doctrine and legislation that is developed in this regard.
Regarding property operations, the Procedure Manual approved in February 2019 is updated and the internal procedure is defined in detail, distributing the task that must be carried out by each Area involved. The previous studies necessary for the operation are also established, such as appraisals, etc., in addition to establishing the documents and processing necessary for the preparation of the Public Offer that will finally be published on the website and, where appropriate, in the necessary media, publicly offering the assets of the Consortium.
This manual, which defines the entire processing and procedure of property operations, will greatly streamline the work of the Commercial Area, becoming a management tool in a time of intense marketing work with important milestones such as the implementation of the Bahía de Algeciras Tax Precinct or the development of the Cádiz Base Zone.
