During his speech, Ramos thanked the organizers for carrying out this type of meeting based on the conviction that strengthening the city's business fabric is a determining factor for the economic growth not only of Cádiz, but of the province as a whole.

The delegate of the Free Zone reviewed the ongoing projects of the Cádiz Fiscal Institution in favor of economic growth, highlighting the expansion of the fiscal area with the Altadis lands as a center of attraction for new investments and placing in "the Aletas industrial estate the nerve center of economic and industrial activity in the Bay in the coming years" and where both the Free Zone and the Port of Cádiz have to be present as pieces fundamental to its development.

Taxation has to be the backbone between the profits of employers and the salaries of employees, they are completely compatible.”

Furthermore, Ramos emphasized the financing, “All Administrations must insist on the need for access to credit” and along these lines he also explained that access to Reindus funds should be considered to make them more accessible also to small business owners and he reaffirmed his total conviction that European funds through the ITIs in the next community framework 2014-2020 are a fundamental piece to relaunch investments in the province.

Finally, Ramos cited the training as a fundamental pillar on which job creation must be based, in fact 87.6% of the unemployed in Cadiz have “Secondary” training as their maximum and on the other hand, in parallel, training courses have decreased in Andalusia by 94% from 2011 to 2014. Therefore, the delegate explained that it is very necessary to link university education and vocational training to the economic activities of the province, so that the demand for employment suits the theoretical-practical knowledge of the workers.
